JOB PURPOSE
To manage, oversee, review, negotiate and advise on legal aspects of finance and debt matters relating to OIA and its affiliates and provide comprehensive legal support in order to protect OIA’s interests.
ROLES AND RESPONSIBILITIES
• Develop the legal team’s strategy and oversee its implementation throughout the function and its operations to ensure alignment with other functional strategies across the OIA group.
• Manage members of the legal team through effective recruitment, development, oversight and succession planning, in order to maximize team performance and achieve departmental objectives.
• Manage the legal team’s daily operations by providing expertise, enabling teamwork and aligning processes, in order to achieve high performance standards and meet established targets.
• Manage the application of the legal team budget within the scope of the finance and debt management function and monitor expenditures versus the relevant budget.
• Prepare and provide legal advice and review, analyze, draft and negotiate transactional documents.
• Provide legal assessment, interpretation, recommendations and representation to other members of OIA on finance and debt transactions, investment transactions, vendor service contracts, joint venture agreements, asset management, third party outsourcing contracts, etc. to ensure OIA’s interests are protected.
• Act as a focal point in dealing with external lawyers by selecting and recommending appointment of all external legal counsel, managing and coordinating the use of their services to ensure effective management of legal costs within agreed technical and cost parameters as the same relates to debt finance matters.
• Advise the Debt Management Office of the Ministry of Finance when required on legal aspects of government debt matters.
